Appropriates $3,800,000 from the general fund in fiscal year 2021 to the Public Facilities Authority for grants to the Garrison, Kathio, West Mille Lacs Lake Sanitary Sewer District to repair and replace lift station control panels and pay off previously incurred debt.

Appropriates $500,000 from the bond proceeds fund to the Public Facilities Authority for grants to acquire and install permanent generators to power lift stations around Mille Lacs Lake.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $500,000 to provide funding for the generator acquisition and installation project.

Does not require a nonstate match for the general fund appropriation and makes it available until the project is completed or abandoned.

Becomes effective the day following final enactment.
