Authorizes the issuance of up to $10,000,000 in housing infrastructure bonds classified as qualified 501(c)(3) bonds under Internal Revenue Code section 145(a).

Requires housing funded from these bonds to be permanent housing providing integrated, community-based settings for individuals with disabilities.

Establishes annual debt service appropriations from the general fund beginning July 15, 2023 through 2044, to be transferred to the housing infrastructure bond account as certified by the agency.

Allows the agency to pledge state payments under this section to secure payment of the housing infrastructure bonds.

Takes effect the day following final enactment.
