Modifies Minnesota Statutes 2018, section 123A.05, subdivision 1, regarding governance and establishment of area learning centers and alternative learning programs.

Exempts districts located in a city of the first class and the ten largest school districts (by 2017-2018 enrollment) from the requirement that area learning centers must be established in cooperation with other districts.

Requires all other area learning centers to be established in cooperation with multiple districts and serve the geographic area of at least two districts.

Maintains requirement that area learning centers provide comprehensive educational services to enrolled secondary students year-round, including daytime schools for both high school and middle school level students.

Allows alternative learning programs greater flexibility by permitting them to serve one or more districts, designate which grades are served, and make program hours and calendar optional.
