Appropriates $4,500,000 in fiscal year 2021 to the commissioner of employment and economic development for planning grants of $500,000 each to nine urban American Indian nonprofit organizations, available until June 30, 2024.

Appropriates $11,975,000 in fiscal year 2021 for capital project grants to urban American Indian nonprofits that have completed planning, with funds designated for specific organizations including $6,000,000 to the Native American Community Clinic in Minneapolis and $2,600,000 to the Minneapolis American Indian Center.

Appropriates $3,500,000 from bond proceeds for capital improvements including a behavioral health clinic at 2101 Minnehaha Avenue ($1,000,000), an early learning facility at 2438 18th Avenue South ($1,500,000), and a cultural and environmental center near Bruce Vento Nature Sanctuary in St. Paul ($1,000,000).

Requires cities of Minneapolis and St. Paul to secure sufficient nonstate funding commitments before accessing bond-funded grants, and allows cities to enter lease or management agreements with nonprofit organizations to operate the facilities.

Authorizes the commissioner of management and budget to issue up to $3,500,000 in state bonds to fund the appropriations under Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.
