Requires the commissioner to hold a public meeting in the affected county before issuing a water-use permit or consumptive use plan for more than 216,000 gallons per day average in a 30-day period, with at least 21 days' notice published in a newspaper and mailed to registered persons.

Prohibits the commissioner from issuing new or modified water-use permits appropriating vintage groundwater unless the commissioner determines that groundwater use will not cause groundwater with tritium concentration greater than one tritium unit to be drawn into the vintage groundwater.

Defines "vintage groundwater" as groundwater with tritium concentrations less than or equal to one tritium unit.

Modifies the sustainability standard for groundwater appropriation permits by requiring the commissioner to determine that the level of aquifer recharge is sufficient to replenish the groundwater supply to meet the needs of future generations.
