Cancels the estimated $1,000,000 uncommitted and unobligated appropriation from Laws 2017, First Special Session chapter 8 for township road upgrades in the town of Appleton, and reduces bond sale authorization by the same amount.

Appropriates $1,000,000 from the state transportation fund bond proceeds account to the commissioner of transportation for a grant to Swift County.

Grant funding designated for preliminary and final design, engineering, and reconstruction of County State-Aid Highway 6 between marked Trunk Highway 7 and County State-Aid Highway 17 to provide a ten-ton paved roadway.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,000,000 to fund the appropriation, subject to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.
