Office of Higher Education and Minnesota Department of Education shall design a comprehensive program to increase postsecondary degree or certificate attainment among Minnesota residents ages 25-44 by at least 70 percent by 2025 and incentivize attendance at Minnesota higher education institutions.

Program shall include a college application month with counselor training on financial aid and admissions, no-cost applications, promotional materials, and volunteer access in high schools.

Program shall increase Free Application for Federal Student Aid (FAFSA) completion with possible scholarship incentives, provide counselor training on post-FAFSA next steps, and increase Minnesota Dream Act applications.

Direct admission letters shall be sent in early fall to all Minnesota high school seniors from state public higher education institutions, including financial aid and merit scholarship information based on established criteria.

Office of Higher Education and Department of Education shall report to legislative committees with plan options, draft legislation, fiscal analysis of implementation costs, and potential funding sources for the comprehensive Minnesota Goes to College plan.
