Appropriates $10,000,000 from bond proceeds to the Board of Water and Soil Resources to acquire wetland banking credits for replacing wetlands affected by public road repairs, reconstruction, replacement, or rehabilitation.

Authorizes the board to vary priority orders under Minnesota Statutes section 103G.222 when consistent with the federal Clean Water Act section 404 watershed approach.

Allocates up to $5,000,000 for developing an in-lieu fee wetland mitigation program and up to $5,000,000 for mitigation easement stewardship activities.

Authorizes the Commissioner of Management and Budget to issue state bonds up to $10,000,000 to fund the appropriation, subject to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.
