Adds subdivision to Minnesota Statutes section 115C.09 to establish a reimbursement program for replacing PVC fill piping with metal piping at residential heating-oil systems.

Requires the board to reimburse qualified contractors 90 percent of replacement costs between May 1, 2020, and September 1, 2023, if costs are determined to be incurred and reasonable.

Limits reimbursement to $500 per residential location with a maximum total fund expenditure of $1,500,000.

Defines "qualified person" as a registered contractor who installs or repairs nonpressure piping, heating systems, air conditioning systems, or storage tank systems.

Exempts heating-oil vendors from liability for spills caused solely by failure of homeowner-owned tanks or appurtenances.
