Provides $850,000 annually for competitive grants to preserve and promote Minnesota's cultural heritage, with priority for indigenous arts and immigrant community programming.

Designates $250,000 in the second year for grants to organizations providing African American and black community arts and cultural heritage programming.

Allocates $100,000 annually to civics education organizations including Minnesota Civic Youth, Learning Law and Democracy Foundation, and YMCA Youth in Government.
