Persons age 16 or older operating off-highway vehicles, off-highway motorcycles, off-road vehicles, snowmobiles, or all-terrain vehicles are not required to have a driver's license to cross public roads or road rights-of-way outside the metropolitan area.

Individuals with seizure disorders are exempt from standard driver's license examination if they have not sustained a seizure involving loss of consciousness within six months and can demonstrate safe driving ability through medical certification or a road test.

The commissioner of public safety cannot require seizure disorder applicants to take medication as a condition for obtaining a driver's license.

Motorized bicycles may be operated by persons age 15 or older under a driver's license or motorized bicycle permit after completing an approved safety course and passing a written examination.

Persons with seizure disorders denied a driver's license or whose license is canceled may petition for review under section 171.19.
