Repeals the exception allowing taking of endangered plants on existing public road rights-of-way (except for previously undisturbed ground) under Minnesota Statutes section 84.0895, subdivision 2.

Retains exceptions for endangered plants on class 2a or 2c agricultural land, ditches, and noxious weeds designated by the Department of Agriculture.

Maintains that noxious weed control takes priority over endangered plant protection if reasonable effort is taken to preserve the endangered species first.

Preserves the exception for accidental taking of endangered plants where their existence was unknown at the time of taking.

Keeps the exception for endangered plant damage from pesticide or agricultural chemical application on adjacent class 3 or 3b agricultural land if reasonable care is taken to avoid impact.
