Establishes farm safety grant programs for tractor rollover protection structures (up to 70% of farmer costs, capped at $500 per tractor) and grain storage facility safety equipment (up to 75% or $400 per bin/silo), with $100,000 appropriated for fiscal year 2021.

Authorizes grants to universities for developing digital applications allowing remote shutdown of grain storage facilities via cell phone, with public release of applications at no cost.

Appropriates $175,000 from coronavirus relief fund for farm loan origination fee grants covering 50% of fees for eligible farmers in debt restructuring or mediation proceedings with net worth under $800,000.

Provides $525,000 from coronavirus relief fund for COVID-19 response including farm advocate services ($60,000), retail food handler safety grants ($125,000), meat and poultry processing grants ($100,000), rural mental health services ($40,000), and farmer/value-added business assistance ($100,000).

Modifies water, plumbing, and sewage requirements for food handlers by allowing commissioner discretion to issue licenses when investigation determines requirements are not relevant.
