Appropriates $20,000,000 from bond proceeds to the commissioner of employment and economic development for a grant to Minneapolis to design, construct, furnish, and equip a new outdoor music performance venue on the Upper Harbor site along the Mississippi River in North Minneapolis.

Venue will accommodate approximately 7,000 to 9,000 people with temporary seating or standing room, with a portion designed to be enclosed for year-round smaller events.

Funds are not available until the commissioner of management and budget confirms at least an equal amount ($20,000,000) has been committed from nonstate sources to complete the project.

City may operate the venue directly or contract with a for-profit or nonprofit operator, and must provide a program of free community use curated by a North Minneapolis community-based partner.

Developer contract and management agreement must include benefits to adjacent communities such as living wage jobs for residents, environmental improvements, clean energy use, and preservation of historically significant places.

State bond sale of up to $20,000,000 authorized per Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7, effective the day following final enactment.
