Standing committee chairs cannot lay over bills for inclusion in major finance or policy omnibus bills without approval from at least two-thirds of the committee's membership.

If a committee rejects the chair's action, the committee may vote to refer the bill to another committee, refer it to the full body, table the bill, or the chair may direct that no further action be taken.

Bills that are tabled or receive no further action due to a failed vote cannot be included in subsequent delete-everything amendments or omnibus bills unless the committee adopts an amendment containing only the policy items specific to that bill.

This requirement does not apply to the omnibus capital investment bill.

Both the House of Representatives and Senate must adopt procedural rules necessary to implement this section.
