Authorizes food and beverage service establishments to fill consumer-owned take-home containers that are designed for reuse and meet Minnesota Rules standards for food contact surfaces.

Requires containers to be cleaned by either the food establishment or consumer prior to filling, with food establishment employees visually inspecting consumer-cleaned containers before use.

Mandates food establishments either isolate consumer-owned containers from serving surfaces or sanitize serving surfaces after each container is filled to prevent cross-contamination and comply with waste water disposal requirements.

Permits seasonal permanent food stands, seasonal temporary food stands, and special event food stands to use multiuse utensils instead of single-service articles if authorized by the state commissioner or local community health board based on environmental conditions, water availability, and waste capacity.

Requires multiuse utensils at food stands to be cleaned, rinsed, and sanitized according to Minnesota Rules standards, either at a food establishment or at the food stand itself.
