Departments of Health, Human Services, and Education shall establish the School-Based Health Center Task Force with at least 18 members appointed by July 1, 2020, including representatives from the Minnesota School-Based Health Alliance, health care providers, school administrators, Indian Health Board, and public health officials.

Task force must set clear standards and framework for school-based health centers, identify regional shortage areas where new centers are needed, identify funding mechanisms, and work cooperatively with the Minnesota School-Based Health Alliance to support existing and new centers.

Task force must meet at least six times per year with the first meeting convened no later than July 15, 2020, and is subject to Minnesota's Open Meeting Law.

Task force must submit a written report by December 1, 2020 describing the current state of school-based health centers in Minnesota, identifying critical shortage areas, and recommending legislation for the 2021 legislative session.

$100,000 is appropriated from the general fund in fiscal year 2021 to the Department of Health to fund operations of the Minnesota School-Based Health Alliance for developing and supporting school-based health centers; task force expires July 1, 2022.
