HF4500 Summary

• Allows the commissioner of management and budget to extend encumbrances for COVID-19 grants issued by June 30, 2020 for two additional fiscal years beyond the originally scheduled cancellation date.

• Exempts grant extensions from Minnesota Statutes sections 16A.28, subdivision 6, and 16B.98, subdivision 7.

• Requires the commissioner of management and budget to submit a report to legislative finance committees by December 31, 2020 listing all encumbrance extension requests with separate itemization of approved and denied requests.

• Takes effect the day following final enactment and applies retroactively to grants encumbered or certified before, on, or after that date.
