Amends Minnesota Statutes section 13D.02, subdivision 1, to modify conditions for conducting public meetings by interactive television.

Requires all members participating in meetings to hear and see one another, members of the public at the regular meeting location to see all discussion and votes, at least one member physically present at the regular location, all votes conducted by roll call, and each location with a member to be open and accessible to the public.

Allows members to participate from non-public locations up to three times per calendar year if serving in the military on required drill, deployment, or active duty, or if advised by a health care professional against being in public for personal or family medical reasons during a declared state of emergency.

The health care professional exemption expires 60 days after removal of the state of emergency.

Effective the day following final enactment.
