Expands eligible programs of study for workforce development scholarships to include six established areas: advanced manufacturing, agriculture, health care services, information technology, early childhood, and transportation.

Allows each institution to add one additional area of study or certification based on regional workforce shortages identified through Department of Employment and Economic Development job vacancy survey data.

Defines workforce shortage as an occupation with a job vacancy rate for full-time employment in a specific region that is higher than the state average vacancy rate for that same occupation.

Permits institutions to change their additional area of study once every two years based on new workforce data.

Requires students to be enrolled for at least nine credits in either a two-year college or four-year university within the Minnesota State Colleges and Universities system to be eligible for first, second, and third-year transfer scholarships.
