Appropriates $3,000,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for a highway-rail grade separation project on marked Trunk Highway 27 at the BNSF Railway railroad crossing in Little Falls.

Funding covers preliminary engineering, environmental review, final engineering and design, right-of-way acquisition, and associated improvements with no local match requirement.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,000,000 to provide the appropriated funds, with proceeds deposited in the trunk highway fund's bond proceeds account.

Bond issuance follows Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11, at times and amounts requested by the transportation commissioner.

Effective the day following final enactment.
