Amends Minnesota Statutes section 549.04 to require state agencies to pay costs, disbursements, and fees to prevailing defendants in civil actions brought against them.

State agencies must pay these disbursements from their own budgets when a party prevails against them in district court.

Maintains existing requirement that prevailing parties (including public employees in wrongful employment benefits cases) receive reasonable costs and disbursements including service of process fees and mileage.

Excludes cases where a state agency is enforcing its rights under section 256B.056 (medical assistance recovery), in which the agency shall not be liable for disbursements to the prevailing defendant.
