Creates requirements for health care providers whose act or omission causes a health-care-associated infection (HAI) in a patient covered by a health plan.

Defines health-care-associated infections to include surgical site infections, ventilator-associated pneumonia, central-line-associated bloodstream infections, C. difficile infections, and catheter-associated urinary tract infections.

Requires providers to either treat or cure the infection in compliance with accepted medical standards, or transfer the patient to another provider of the patient's choosing if requested or necessary.

Requires the liable provider to pay the receiving provider for all costs of treating or curing the health-care-associated infection if the patient is transferred.

Prohibits the liable provider from billing the patient or the patient's health carrier for any costs related to treating or curing the health-care-associated infection.
