State agencies are prohibited from soliciting or obtaining cellular telephone data documenting user movements or activities from telecommunications providers or other sources unless expressly authorized by law, effective the day after enactment.

The Metropolitan Council is prohibited from soliciting or obtaining cellular telephone data documenting user movements or activities from telecommunications providers or other private sources unless expressly authorized by law, effective the day after enactment.

The prohibition applies to both bulk and individualized data formats regardless of whether particular users can be identified in the data.

Data collection remains permitted when authorized by a warrant.

State agencies and the Metropolitan Council must destroy any existing cellular telephone data that violates these prohibitions no later than July 1, 2020, and may not further share or use such data.
