Establishes temporary emergency authority for the Commissioner of Health during COVID-19 peacetime emergency to waive or modify healthcare regulations, create temporary alternative health care facilities, and grant variances to rules without affecting health or safety.

Expands use of electronic communication and signatures for government meetings and marriage licenses during the peacetime emergency, allowing public bodies to meet via interactive television and local registrars to accept marriage applications by mail or electronic filing.

Provides $2,950,000 in first-year appropriations to Second Harvest Heartland for grants to purchase milk, surplus agricultural commodities, and protein products from Minnesota producers for distribution through food banks.

Extends various deadlines including court proceedings (60 days post-emergency), child support cost-of-living adjustments (until June 30, 2020), farmer-lender mediation (150 days), and transit finance reporting (to February 15, 2021).

Makes technical corrections to human services rules and appropriations related to substance use disorder treatment, withdrawal management programs, and medical assistance reimbursement; reduces forecast appropriations totaling approximately $190 million across MFIP, child care, medical assistance, and other programs.
