• Creates a noncompliant driver's license and identification card that does not require proof of U.S. citizenship or lawful presence, with documents including foreign passports, foreign birth certificates, and various employment authorization forms.

• Noncompliant licenses and cards issued without citizenship documentation must be marked "not for federal identification" and "not for voting," and cannot be used for voter registration purposes.

• Prohibits sharing of data about noncompliant license holders outside the driver licensing division and restricts criminal justice agencies from taking action based on noncompliant status markings.

• Makes discrimination based on applying for or using a noncompliant license a violation of state human rights law with civil penalties up to $10,000.

• Appropriates $267,000 for fiscal year 2021 to the Department of Public Safety and $76,000 to the Commissioner of Human Rights for implementation, effective August 1, 2020.
