Appropriates federal coronavirus relief funds under Public Law 116-136 to the commissioner of employment and economic development for grants to small businesses affected by COVID-19, with funds available until December 31, 2020.

If federal funds cannot be appropriated by May 1, 2020, an alternative appropriation from the workforce development fund becomes available for the same purpose.

Commissioner shall distribute grant funds through economic development organizations that make individual grants of up to $10,000 to eligible businesses.

Eligible businesses must be located in Minnesota, employ 50 or fewer full-time workers, and demonstrate financial hardship resulting from the COVID-19 outbreak.

Grant funds must be used for working capital and regular business expenses including payroll, rent, mortgage payments, and utility bills.
