Requires the Department of Natural Resources commissioner to contract with third parties for physical analytical testing when those parties use faster testing methods than the department.

Third-party testing methods must yield results that are at least as accurate as testing methods available to the department to qualify for mandatory contracting.

Applies the same third-party contracting requirement to the Pollution Control Agency commissioner under Minnesota Statutes section 116.07.

Amends Minnesota Statutes 2018, sections 84.027 and 116.07 by adding new subdivisions establishing these contracting mandates.
