Terminates the governor's peacetime emergency declared in Executive Order 20-01 on March 13, 2020, and extended in Executive Order 20-35 on April 13, 2020, effective the day after receiving majority legislative vote.

Extends 21 specified executive orders (20-02, 20-03, 20-06, 20-07, 20-10, 20-13, 20-16, 20-19, 20-21, 20-22, 20-23, 20-24, 20-25, 20-26, 20-27, 20-28, 20-29, 20-31, 20-34, and 20-36) in effect until rescinded by the legislature.

Continues any provisions in Laws 2020, chapters 71 and 74, that are dependent on peacetime emergency declaration.

Requires most vulnerable Minnesotans to observe stay-at-home practices for 10 weeks from effective date or 30 days after peak deaths in Minnesota, whichever is sooner.

Requires non-vulnerable Minnesotans to practice physical distancing for 21 days after effective date and encourages all Minnesotans to comply with social distancing guidelines.
