Allows bars and restaurants with on-sale liquor licenses closed by Executive Order 20-04 to make off-sales of malt liquor and wine without obtaining an additional license.

Off-sales must be sold in original, unopened packaging and made in conjunction with food orders to the same recipient.

Limits off-sales to 144 ounces total of malt liquor, hard seltzer, and cider, plus 1.5 liters of wine per food order.

Municipal governing bodies may elect to prohibit these off-sales within their jurisdictions.

Provision expires when Executive Order 20-04 and related executive orders providing for temporary closure of bars and restaurants expire, terminate, or are rescinded.
