Permits retired members of PERA and MSRS to continue receiving retirement annuities while working as health care workers during a COVID-19 peacetime emergency declared by the governor.

Allows public employers to hire or rehire retired health care workers without requiring phased retirement agreements under Minnesota Statutes section 353.371 or postretirement option agreements under section 43A.346.

Eliminates hour and percentage-of-time limitations for health care workers already in phased retirement or postretirement option positions during the peacetime emergency period.

Exempts reemployed health care workers from standard provisions that would normally adjust retirement annuity amounts based on additional hours worked and prohibits crediting of additional service or contributions during emergency employment.

Provision expires on December 31 of the year in which the peacetime emergency expires or is terminated, with limitations on hours resuming in the reemployment year following expiration.
