Establishes three classes of electric-assisted bicycles based on motor assistance: Class 1 (pedal-assist only, 20 mph cutoff), Class 2 (motor propulsion without pedaling, 20 mph cutoff), and Class 3 (pedal-assist only, 28 mph cutoff).

Reduces maximum motor power output from 1,000 watts to 750 watts for electric-assisted bicycles and excludes them from definitions of off-highway motorcycles, off-road vehicles, all-terrain vehicles, and motor vehicles.

Requires manufacturers to affix permanent labels on electric-assisted bicycles displaying classification number, top assisted speed, and motor wattage in at least 9-point type font, effective January 1, 2021.

Permits persons age 15 and older to operate electric-assisted bicycles on roadway shoulders, bicycle lanes, and trails, with Class 1 and 2 models allowed on shared paths and Class 3 models allowed unless prohibited by local authorities.

Mandates that Class 3 electric-assisted bicycles be equipped with speedometers displaying speed in miles per hour, and prohibits modifications to motor-powered speed capability without replacing the required label.
