Appropriates federal coronavirus relief funds under Public Law 116-136 to the commissioner of employment and economic development for small business grants, with funds available until December 31, 2020.

Provides alternative appropriation from the general fund if federal funds cannot be appropriated by May 1, 2020, in the same amount and with the same deadline.

Directs grant recipients to distribute funds through the Minnesota Initiative Foundations for greater Minnesota businesses and the Otto Bremer Trust for seven-county metropolitan area businesses.

Establishes grants of up to $10,000 to individual Minnesota businesses with 50 or fewer full-time employees that can demonstrate COVID-19 financial hardship.

Permits grant funds to be used for working capital, payroll expenses, rent, mortgage payments, utility bills, and similar regular business expenses.
