Extends the solar energy incentive program funding by one year, adding $10,000,000 in the ninth year (previously ended in year eight) for systems up to 40 kilowatts capacity per premise.

Establishes the Prairie Island Net Zero Project with the goal of developing an energy system achieving net zero emissions for the Prairie Island Indian Community.

Appropriates $10,000,000 in fiscal year 2021; $15,000,000 in fiscal years 2022 and 2023; and $6,200,000 in fiscal year 2024 from the renewable development account for the Prairie Island Net Zero Project grant.

Requires the Prairie Island Indian Community to submit a comprehensive project plan by July 1, 2021, and annual progress reports on July 1 of each year until project completion.

Appropriates $65,000,000 in fiscal year 2020 from the renewable development account to provide utility bill credits to existing customers based on their renewable energy contributions over the previous 12 months.
