Increases regulatory fee on advance deposit wagering from one percent to two percent of amounts wagered by Minnesota residents, with fees deposited to offset costs of regulating horse racing and pari-mutuel wagering.

Allows horseperson organizations to agree with licensees on capital improvements and expense reimbursements specific to live racing operations, which may be deducted from purses or paid from retained breakage.

Modifies card club authorization requirements to allow the commission discretion to authorize operation with less than 50 days of prior live racing if circumstances beyond the licensee's control warrant a shorter period.

Changes commission reimbursement for card club regulation costs from mandatory ("shall") to discretionary ("may") requirement.

All provisions expire December 31, 2021.
