Extends the time period for the Farmer-Lender Mediation Act due to the COVID-19 pandemic emergency to help farmers adjust agricultural debt and preserve state fiscal integrity.

Prohibits creditors from beginning or continuing enforcement proceedings against agricultural property, including foreclosure, contract for deed termination, garnishment, levy, execution, seizure, or attachment, until 150 days after a debtor files a mediation request or December 1, 2020, whichever is later.

Grants an additional 60 days beyond standard mediation timelines for any mediation proceedings already in progress on the effective date before creditors can proceed to enforce debt against agricultural property.

Applies to mediation proceedings filed on or before August 31, 2020, and becomes effective retroactively from April 16, 2020.
