Calls on the U.S. President to adopt a policy of no-first-use of nuclear weapons, allowing nuclear weapons only in response to a nuclear attack.

Urges Congress to pass legislation supporting a no-first-use nuclear weapons policy and to cease funding development and production of low-yield nuclear weapons.

States approximately 14,000 nuclear weapons exist globally with the U.S. maintaining over 6,000 weapons and planning to spend nearly $2 trillion over 30 years on nuclear weapons arsenal modernization.

Expresses concern that the President has sole authority to order nuclear attacks without consultation and that nearly 1,000 U.S. nuclear weapons on high alert can be launched within minutes, creating risks of accidents, cyberattacks, and miscalculations.

Directs Minnesota's Secretary of State to transmit copies of this resolution to the President, Congress, and relevant congressional committees and to Minnesota's federal delegation.
