Changes voter registration status from "inactive" to "challenged" when a second nonforwardable mailing is returned by postal service 60 days after the first undeliverable mailing.

Establishes a new "challenged-identity" status for voters whose information cannot be verified against Department of Public Safety and Social Security Administration databases, with 21 days to provide required information or vote at the polling place on election day.

Creates a provisional ballot system for voters with "challenged" registration status or whose eligibility is challenged, allowing them to cast ballots that can be counted after verification of identity and residence within seven calendar days following the election.

Requires election judges to confirm applicant name, address, and date of birth before signing the polling place roster and mandates that challenged status be concealed from other voters.

Effective June 1, 2020, for all elections held on or after that date.
