Requires all public employees to take one week of mandatory unpaid leave per calendar month until December 31, 2020, or an earlier date determined by employers based on economic conditions.

Limits unpaid leave to 40 hours per month for full-time employees, or the average hours normally worked in one week for part-time and temporary employees.

Allows employees to use accrued vacation, personal, medical, or sick leave during the unpaid leave period if available.

Employees continue accruing vacation and sick leave, remain eligible for insurance and retirement benefits, and may voluntarily contribute to retirement plans during furlough periods.

Employers must make reasonable efforts to restore or reassign employees to the same or equivalent position with equivalent pay and benefits after the furlough period ends.
