Amends Laws 2020, chapter 75 to allow qualifying restaurants to sell malt liquor, hard seltzer, cider, and wine with prepared food take-out orders without an additional license, limited to 72 ounces of malt liquor/hard seltzer/cider and 750 milliliters of wine per order.

Requires alcoholic beverages be sold in original unopened packaging, with age verification of 21 years or older, and licensee notification to their insurer of off-sale activities.

Allows taprooms licensed under Minnesota Statutes section 340A.26 to sell additional off-sale product brewed on premises, limited to four 16-ounce or six 12-ounce containers per customer.

Allows microdistilleries licensed under Minnesota Statutes section 340A.22 to sell up to 750 milliliters per person per day of product manufactured on site.

All temporary sales authorities expire 60 days after the final day of the peacetime emergency declared under Minnesota Statutes section 12.31, subdivision 2; municipalities may elect to prohibit these off-sales.
