Commissioner of Public Safety may issue initial noncompliant driver's licenses to qualified applicants holding instruction permits during the COVID-19 peacetime public health emergency period, ending no later than January 31, 2021.

Applicants may receive licenses without in-person photograph requirements if the commissioner has a recent photograph on record.

Eyesight examination is not required if the commissioner has documentation that the applicant previously passed an eyesight exam.

Behind-the-wheel road examination is waived at the time of initial license application.

License holders must pass a behind-the-wheel road examination during their first license renewal.
