H.F. No. 4656 - Reopening Minnesota

• Nonessential businesses must be allowed to reopen if they implement social distancing practices, comply with CDC and Minnesota Department of Health sanitation guidelines, and allow remote work where possible.

• Hair and nail service businesses may reopen with relaxed six-foot distancing requirements if they encourage masks and gloves and sanitize work stations between clients.

• Health care providers including clinics, hospitals, and surgical centers are authorized to resume normal operations including elective surgeries and diagnostic tests, unless the commissioner of health temporarily discontinues them in specific regions due to insufficient hospital beds or protective equipment.

• Youth sports and recreation programs, places of worship, high school graduation ceremonies, and overnight camping are permitted to reopen under mayors' and superintendents' discretion if they comply with social distancing and sanitation requirements.

• The bill expires upon expiration of the governor's peacetime emergency declaration for COVID-19 and does not prevent the governor from reopening additional businesses beyond those specified.
