Creates a statewide ethnic studies requirement for all K-12 students to be implemented and required by the 2030-2031 school year, with high schools first followed by middle and elementary schools.

Requires every public school to offer ethnic studies courses covering Latinx Studies, African American Studies, Asian American Studies, Indigenous/First Nations Studies, and Ethnic Studies 101, with an ethnic studies course required for high school graduation as a minimum one-semester course.

Establishes a 25-member Ethnic Studies Advisory Board appointed by the Minnesota Ethnic Studies Coalition to develop curriculum standards, surveys, professional learning requirements, and teacher recruitment plans, with members receiving $250 per month stipends.

Mandates school districts conduct ethnic studies needs assessments involving students, parents, and community members through listening sessions and surveys to determine course priorities and implementation timelines.

Requires the Department of Education to adopt ethnic studies standards, support teacher training, require annual evaluation of implementation by school districts, and encourage districts to hire dedicated ethnic studies coordinators.
