Legislative auditor shall conduct or contract with independent third-party vendors to conduct financial audits of federal, state, local, and nonprofit spending on refugee resettlement costs and services in Minnesota.

Audits must be conducted in accordance with generally accepted government auditing standards issued by the United States Government Accountability Office.

Legislative auditor shall report audit results to chairs and ranking minority members of legislative committees with jurisdiction over health and human services finance and policy by February 1, 2020.

Commissioner of human services shall transfer necessary funds from the Department of Human Services central office budget to the Office of the Legislative Auditor in fiscal year 2020 to conduct the financial audits.
