Commissioner of Public Safety may issue noncompliant instruction permits during the COVID-19 peacetime public health emergency (ending no later than January 31, 2021) without requiring in-person photograph if one is on file or submitted by applicant, and without eyesight examination.

Commissioner may issue initial noncompliant licenses to qualified applicants holding instruction permits during the emergency period without in-person photograph (if on file), eyesight examination (if previously passed), or behind-the-wheel road examination.

License holders receiving licenses under this section must pass a behind-the-wheel road examination at the time of their first license renewal.

Commissioner must establish a process to administer knowledge examinations for instruction permit applicants during the peacetime public health emergency period as required by existing statute.

Bill becomes effective four weeks after final enactment or upon implementation of required changes, whichever is earlier.
