• Appropriates $667,156,931 from the coronavirus relief federal fund to distribute COVID-19 relief aid to eligible Minnesota counties, cities, and towns through the commissioner of revenue.

• Eligible towns receive $25 per capita; eligible cities receive equal per capita amounts totaling $255,187,800; eligible counties receive per capita distributions totaling $311,896,090, with separate calculations for population inside and outside eligible cities/towns.

• Counties must allocate at least 18 percent of their aid for emergency financial assistance to individuals/families or economic support to small businesses impacted by COVID-19.

• All aid distributions must comply with title V of Public Law 116-136 (federal CARES Act requirements); unencumbered funds must be returned to the commissioner by October 1, 2020, or December 15, 2020 for collaborative agreements.

• Commissioner may award additional one-time grants from remaining appropriations for local governments with high coronavirus outbreaks, unanticipated costs, or recovery projects, with applications accepted August 1 through December 1, 2020.
