Amends Minnesota Statutes section 12.45 to clarify that willful violations of chapter 12 and associated rules or orders are misdemeanors unless a different penalty is specifically prescribed in another statute.

Establishes that a misdemeanor conviction results in a fine not exceeding $1,000, imprisonment not exceeding 90 days, or both.

Asserts that the governor does not have unilateral authority to establish criminal penalties beyond what is explicitly prescribed in statute.

Challenges the governor's interpretation of Emergency Executive Order 20-33 (April 8, 2020), which had imposed gross misdemeanor penalties on business owners, managers, or supervisors requiring employees to violate the order.

Takes effect the day following final enactment.
