Removes the requirement that farm winery operators must own a Minnesota farm, changing the definition to allow any winery producing table, sparkling, or fortified wines with a majority of ingredients grown or produced in Minnesota.

Eliminates the agricultural land requirement that previously mandated farm winery licenses be issued only for operations on agricultural land with agricultural classification, zoning, or conditional use permits.

Repeals Minnesota Statutes section 340A.315, subdivision 9, which contained the agricultural land operating requirement for farm wineries.

Maintains the requirement that a majority of wine ingredients must be grown or produced in Minnesota.
