Distributes $667,156,931 from the coronavirus relief account to counties, cities, and towns in Minnesota counties with populations under 500,000.

Eligible towns and cities receive the greater of a minimum amount or a per-capita distribution based on 2021 aid calculation populations.

Eligible counties receive distribution equal to county population multiplied by $174.49, minus amounts distributed to towns and cities within the county.

Commissioner of Revenue must distribute all funds by June 15, 2020, and recipients must use funds for purposes consistent with title V of Public Law 116-136.

Hennepin County and Ramsey County must distribute their aid to cities and towns using the same per-capita formulas; unexpended funds must be returned by October 1, 2020 (or December 15, 2020 for collaborative agreements).
