Allows home rule charter and statutory cities to opt out of state mandates by majority vote of their governing body through adoption of a resolution.

Defines "mandate" as any state law or rule requiring municipalities to make expenditures that, if deferred or abated, would provide greater financial flexibility due to COVID-19 financial stress.

Municipal opt-out resolutions are effective for the time period stated in the resolution, but cannot extend past November 30, 2021.

Section becomes effective June 1, 2020, and expires November 30, 2021.
